Algeria :UN -  Lamamra calls for "urgent" implementation of ECOSOC's core mandate

The Minister of Foreign Affairs and National Community Abroad, Ramtane Lamamra, called Friday for the "urgent" implementation of the main mandate of the United Nations Economic and Social Council (ECOSOC), to advance the dimensions of sustainable development, economic, social and environmental.

At a meeting held by video conference, under the theme: "strengthening the ECOSOC on the occasion of its 75th anniversary", Lamamra said that "Algeria firmly believes in the need to preserve the core mandate of ECOSOC to advance the three dimensions of sustainable development: economic, social and environmental.

"The implementation of this mandate has never been as urgent as today. The Covid-19 pandemic and the associated global recession have created new challenges for achieving the Sustainable Development Goals," he stressed.

"More than ever, we must address issues of global governance and means of implementation to fully realize the 2030 Agenda and achieve shared prosperity," insisted the head of Algerian diplomacy.

In this regard, he continued, "one of the key messages of the Seventh African Regional Forum on Sustainable Development, co-chaired by Algeria, is the urgent need for international development partners to strengthen multilateral cooperation mechanisms and ensure the full and timely disbursement of their financial commitments, thereby meeting their commitments in terms of official development assistance.

Mr. Lamamra also expressed his conviction that the solutions to the current obstacles and challenges lie in a system of global governance, based on an effective, inclusive, representative and transparent multilateral decision-making process, with clear and fair rules.

"As has been repeatedly emphasized, global crises require global responses. In this regard, strengthening and improving the role of ECOSOC will be an important step in the right direction," he argued.

In this context, Mr. Lamamra made a series of suggestions to ECOSOC including that of ensuring adequate monitoring of the implementation of its resolutions, especially those relating to the eradication of poverty which remains, in our view, the primary objective of the 2030 Agenda.

He also proposed a strengthened coordination between ECOSOC and the various UN bodies to ensure an effective and efficient response.

"ECOSOC could contribute to the convergence and coordination of efforts and avoid overlap and duplication by promoting coherent alignment with the 2030 Agenda," he said.

"Our Council should focus more on developing countries, ensuring that more space is devoted to issues related to financing for development, external debt problems and infrastructure," he continued.

According to Lamamra, ECOSOC should strive for greater coherence in the way its subsidiary bodies, funds and programs are prepared to implement their mandates. The Council must ensure a coherent political vision for monitoring the implementation of the 2030 Agenda in order to help countries recover and rebuild their resilience in the post-covid-19 era.

Finally, the Minister of Foreign Affairs and National Community Abroad, stressed that "ECOSOC must remain the main body for coordination and oversight of operational activities for development of the UN system, as enshrined in the UN Charter, and work actively to leave no one behind in the implementation of the 2030 Agenda."
